Fix `tensorflow` version to 2.10 also for linux
There seems to be a bug in the conda-forge build of the tensorflow-gpu cuda-based package. It fails with: "Can't find libdevice directory ${CUDA_DIR}/nvvm/libdevice". Version 2.10 works.
