Add build tests and tensorflow GPU image

A Dockerfile for a TensorFlow image with GPU support has been added. It has been tested locally.

There are now basic tests, that only check whether building the images succeeds. The tests will only be executed on non-default branch. On the default branch the build job is executed, which pushes the images.
