Rebase GPU-image, update code-server, fix gitlab-workflow

  • This simplifies the GPU Dockerfile handling a lot by using tensorflow[and-cuda].
  • This fixes GPU support on RTX 3080 with nvidia-driver 525. The CUDA version from PyPI works in contrast to the official NVIDIA CUDA base image with CUDA 12.2.
  • code-server is updated to 4.23.1
  • the file path for the gitlab-workflow default URL is fixed
